When an order goes over the cap only because it shares a shipping address with an earlier drop purchase, DropGate now flags it in the second layer with a per-campaign action you choose: hold for your review (default), cancel and refund, or ignore shipping-address matches.

- The campaign builder now sets the post-checkout action for a shared email or phone separately from the action for a shared shipping address, so a possible roommate is never auto-cancelled unless you opt in.
